Connect Internal at SVRMGRL

I have a new database (already installed when I got here) on Oracle7.3 in VMS on an Alpha. I am trying to run utlbstat.sql and utlestat.sql. When I try to CONNECT INTERNAL, Server Manager is asking me for a password. I've tried the VMS password of the account I was logged in as and several others. Other places I have worked have not needed a password for a CONNECT INTERNAL. I always assumed that a connect internal was being authenticated by the OS. Is this true?

Anyway, no password I've tried works, I just get: ORA-01031: insufficient privileges or ORA-01017: invalid username/password; logon denied depending which VMS account I log on as.

What do I do to get CONNECT INTERNAL to connect?
