newbie: scheduled triggers

I'm new to Oracle but have taken the first set of PL/SQL classes.

I need my Oracle8 server to run a script every hour. It will open an ODBC connection to another type of database server: Forth Shift. Reading the foreign database it will create new records in an Oracle8 table.

Where do I create this in Oracle8? It is a trigger? Any key ideals would be great; I can read a book from there.
