It seems as though a common practice to kick off users is to shutdown abort,
bring the database back up in restricted mode, and then shutdown normal.

Is this really safe? If no checkpoints are done, can't you lose stuff in memory?
Also, if you have time - does consistent really enforce referential integrity?
Someone on this group told me a while ago that consistent only enforced point
of time per table, not the entire database. Any comments?
