Enterprise Manager (OEM) is a GUI tool provided by Oracle to manage your databases. It can generally be broken down into two bits - the free bits and the good bits ;). Seriously, there are a number of tools for managing the database that are built in to the free part of OEM. There are also more specialized tools that are purchasable (the management packs).

You need to install it off the installation CD's to either a 95 or NT machine. Then it can be configured to manage multiple databases from a single console. The prime aim is to save the DBA's having to know SQL to manage their databases.
