Pinning Packages at Database Startup on NT Automatically?

Is there an way to automatically load packages into the SGA on
database startup on NT 4.0?  The database version is 8.0.4.1.4 and the
version of the Apps is 11.01.  The machine has 1 gigabyte of memory.
