You must provide *two* characters for the NLS_NUMERIC_CHARACTERS parameter, enclosed by double quotes, eg NLS_NUMERIC_CHARACTERS=". ".

The first of two characters will be used as decimal separator and a second one as a group separator (for separating thousands, millions etc). So for the above example the "." is used as a decimal point and a blank (" ") as a group separator.
