No, you can create the tnsnames.ora file in x:\orant\network\admin once and distribute that file on your clone PCs. Here you can use SQL*NET Easy Config.
The only condition is that every PC knows the hostname you've entered into the tnsnames.ora file. If you don't maintain a DNS server or distribute a hosts file on the clones, you even can enter the pure IP address.
