No, there is no way to create a database without a system datafile (i.e. system tablespace). That's where the data dictionary resides, without the information contained therein, you cannot open the database.

If you have a full export of the database available, you could create a database with only the system tablespace and then perform a full import. The import would then execute the CREATE TABLESPACE commands contained in the full export, overwriting the existing datafiles. You could also create an identical database (i.e. same tablespace names) and perform a full import which would cause the CREATE TABLESPACE commands to error out.
