It is not possible to configure a listener an a different host than the one where the database/SID resides.
As far as I remember you must define your INTERCHANGE as a server with both NIC's in order to go across networks with SQL*Net, at least in Oracle 7.3. Please see the SQL*Net doc, in 7.3 it was under "Multi-Protocol Interchange" (possible using the, BTW great, tool NETMAN) and in Oracle8 it is "Multi-Protocol Support" / Connection Manager.
