New doubts!

First of all I'd like to thank evebody who helped me in my last post. I've been in the site:
http://technet.oracle.com

it's a very good source of information and evebody who has a questions should go there and download some docs.

Now, MY NEW QUESTION:
Why do I get this message:

ORA-01034: ORACLE not available

I'm using Oracle Net8 Easy Config Application to test my connection with the server.

1 - I choose to add a new service named "test1"
2 - TCP/IP protocol is choosen (I've tried other protocols, without success)
3 - Host name: XXX.XXX.XXX.XXX (the server ip address)
and port 1521
4 - DataBase SID: ORCL (default)
5 - Now I click test service and I get the message: ORA-01034: ORACLE not available

Another question:
When I use ODBC connections (I'm using Oracle 8.0 driver), in the "Service Name" field I put XXX.XXX.XXX.XXX (The Server IP Address). I get this message when trying to connect:
ORA-12505: TNS: The listener could not determin the SID in the connection description

What does this mean?
