NetWare NDS & Oracle Users

I'm in the process of testing Oracle8 with NetWare 5 and have gotten most everything to work successfully--after much trouble. However, I'm trying to link NDS users with database users using the NDS database instance snap-in and having trouble.

The trouble is that I don't know what passwords are being given to these database users. After creating the users in NWADMN32 I then have to go into Oracle Navigator and change the passwords to something so we can log into SQL*Plus. This is a hassle that I thought was supposed to be eliminated by using NDS. What's wrong or is this just the way things are?
