Oracle Net8 installation

I am trying to do a post installation steps for Oracle Net8.0 on Unix DEC alpha machine running Digital Unix 4.0D. When I start to check the status of the listener by "lsnrctl status", I get an error as

lsnrctl: /sbin/loader: Fatal Error: cannot map libclntsh.so.1.0

I did not find the libclntsh.so file in my system. Moreover in setting up the Pro*C/C++ I do not have the ottccfg.h and pcscfg.h files in $ORACLE_HOME/precomp/admin directory.

How can I resolve this problem? Can anyone please advise me on this. Thanks for you help in advance,
