I won't claim you can accomblish this, but I took the new features of Oracle8 course. With Oracle8 their is support for external procedures which "... enable you to make 'callouts' and optionally, 'callbacks' through PL/SQL." The external procedure could be a Pro*C program that would query your database based on info passed to it.
