change default behavior

I need to change Oracle default behavior to mimic a Sybase SQLAnywhere database. I noted two things. One is in SQLAnywhere data comparision in case insensitive. The second is if you insert a string longer than the column, it just truncate the string without giving you an error.

What parameters do I need to change to make Oracle do this? Also, do you aware of any other difference?

Thank you for the help.
