What you are doing is basic configuration management. You have a configuration that is out of control and must put in business procedures to control the source code, builds and distribution of code. This is real work and cannot be avoided.

There is no magic pill or special Oracle hocus pocus that will help you.

I do not mean to be harsh, but the description you gave is pretty dismal and whoever managed that area before you was smoking crack and not doing the job.
