troubleshoot long running app

One of my many varied and unrelated duties is the maintenance of a connection between some client/server apps and the DB2 system running on an MVS host. This connection is made with a Sybase MDI Gateway and Microsoft SNA Server. The server that these are running on is a Compaq Proliant 4500 running NT Server 3.51. I know very little about the MDI Gateway and SNA Server, as this setup was put together by a contractor who is no longer with us and I simply inherited a running, essentially stable, system.

Yesterday, one of the application programmers brought me a log of his app's activity, which selects records from an Oracle7 database and uploads them through the gateway to the host, inserting them into DB2 tables. Each 'cycle' has inserts into 5 different tables. Occaisionally these uploads take much longer than usual. The table with the least activity (c. 90 isrts) shows the greatest variation, with a typical run of 1 min., but an occaisional run of 20+ min. and a high of 45, while the table with the most activity (c. 1700 isrts) shows the least variation, with a typical run of 14 min. and a high of 48 min.

From the perspective of this group, are there ny ideas on how we might troubleshoot this? The Oracle db logs do not show anything during the uploads. I am inclined to suspect either the network itself or the DB2 subsystem on the host, but of course the people responsible for those systems claim nothing unusual there either.
