I had the same problem before, Iwas about ready to recreate the database on the unix system with the WE8ISO8859P1. I decided to try test updating the PROPS$ table on my personal database, it worked. One thing that you should pay attention to is to use capital letters when updating the PROPS$ table, use it with carefull, otherwise you won't be able to restart the database. And I do thing it is not supported by Oracle.
