Creating an export in comma or tab delimited

I've written an Oracle Web Server app for users to do some ad-hoc queries. I'd like to be able to give the option for them to get a comma or tab delimited file instead of displaying it. Any ideas on how I would go about doing this? Is there software and/or a book on doing this?
