You need the patch Oracle has out for this. See the
http://support.oracle.com/metalink web page for the sql net patch 8.0.3.0.4.
This should fix your problem. Or install 8.0.5 and OEM 1.6 like I did and
that solved all the problems I had with 98 including ones I was having with
Enterprise Manager 1.5.X
