2 Phase Commit - implementation

I have a question about 2PC in Oracle Server. The documentation says that in prepare phase global coordinator sends prepare message
to all directly referenced nodes except the commit point site. After getting all confirmations,
the global coordinator asks the commit point site to commit the transaction.

My question is:
What if the commit point site is referencing some other nodes (he is so called local coordinator)?
Does the commit point site start his 2PC (of course as an integral part of the whole process)
for nodes referenced by him?
That would be logical but I could not find anything about it in Doc.
