Oracle products Price for UN projects.

Hi:

I will be working in an UN porject in Thailand as information technology consultant. Thay have some existing databases implemented in MS Access 97, I want to switch to Oracle. Are UN projects can get a discounted prices for the Oracle products. If so how much % ?
