Error 12571 - I had the same problem on Open-VMS running 7.1.5 and 7.3.3.4. It was finally pinpointed to some long-running queries that eventually times out. Some query tuning helped and the timeout parameters were changed in the sqlnet configuration files.

The packet write failures we experienced at some stage were directly related to network congestion problem.
