Installing Oracle8 Personal Edition

My System: Pentium 1 150mHz, 48 MB ram, ample disk space

On installation, the creation of the starter database fails:

DOS window remains open, prompts for password.
whatever password entered, it fails, resulting in error -- " ...could not create database. Could be the result of the virtual memory setting too low. Increase virtual memory setting" ( paraphrased ) I have set and reset the vm on the machine to as high as I could on various drives ( up to 400MB ) to no avail. What else could I be doing wrong?

Ideas would be appreciated.
