Problem OWS 2.11: Server too busy

hello.

I've been running OWS 2.11 for about a year now, and since a few weeks it can't succeed to retreive some of the pages(SSI) for a quite long delay (the Server reports :"Server too busy, try later") After this period all returns to normal behaviour. But the funniest thing is that the home page which is static html is still working. My configuration is as following : OWS 2.11 NT4(x86) SP3, Oracle 7.3.2 OWA / SSI set to run in separate Thread (100 conconcurent threads) But when i look at the server access statistics, it has never reached 100 concurent threads

And if i look closer to the OWS log files the following error occurs : 25/Nov/1998:10:53:08 +0000 -- Error: ndwllad_process_list_data: Unable to start child process. 25/Nov/1998:10:53:08 +0000 -- Error: ndwllad_process_list_data: Error instantiating the WRB process, The system cannot find the file specified.

Any clue would be apreciated.
