Oracle NT Error

We're running Oracle 7.3.4 on an NT server. We sometimes get an NT 2140 error when restrating Oracle after a cold database shutdown.

The error appears after we have restarted the instances and are restarting concurrent managers via the NT services window.

We can get the error to go away by shutting down and rebooting the server.

Anyone have any idea what's happening here?
