Try if the oracle utilities work (try the schema manager or login as system and execute something like "select * dba_tables") If this works your installation works. I wasted a day on tracking down a problem very similiar to this and found out that the only thing that did not work was the connection test in Oracle Service Name Wizard. (its a java applet and if there is something peculiar with java on your PC then the connection test will always fail)
