With the introduction of Oracle 7.3.3+, this error is generated when the number of extents for the rollback segments is set to unlimited. Prior to this version no error was created. To solve the problem simply insert the following line into your init.ora file:

  unlimited_rollback_segments = true

Oracle says that unlimited extents on the rollback segments are bad but they will let you get away with it.
