can't shutdown oracle server using enterprise manager

Somehow I'm just not abble of shutingdown or starting an Oracle 7.3 server using the Enterprise Manager.
I am connected as sys - sysoper and I always get the same message: MGR-03524: unable to shutdown the database. ORA-01031: insufficient privileges
If someone could give me a sugestion I would appreciate. Thanks in advance
