In Oracle8, there's DBMS_RANDOM, see the dbmsrand.sql file in /rdbms/admin. I created one for oracle7 and oracle8, see the data chapter of the ORACLE SQL & PL/SQL Annotated Archives book (Obdisclaimer). There are others out on the Web that a quick Alta Vista search should find.
