Problem with Listener Process on ORACLE8

Hello,

         We are installing Oracle 8.0.3 on VAX VMS. We are able to build a database instance.But we are facing problems with starting the listener process. We get the following errors when we say 'LSNRCTL START'

  TNS-12547: TNS:lost contact
  TNS-12560: TNS:protocol adapter error
  TNS-00517: Lost contact

  VMS Error: 2280: nonexistent process

We have edited the tnsnames.ora and listener.ora based on the samples.  We have removed the existing 7.3.2 version and loaded ORACLE8 as a fresh installation instead of migrating.
