Oracle Listner problem

I have installed the Oracle 8 for NetWare, and the database comes up. I want to start db_snmp but when I run it the console tells me TCP/IP needs to be bound and loaded. It is and I have the TCP/IP listener running and configured properly. TCP/IP is bound to the frame type Ethernet_II with IPX on Ethernet 802.3 and 802.2. I am using the same TCP/IP address as my server. I am at a loss at what else to do.
