tnslistener dies after SP4 installed

I had to upgrade to WinNT4 SP4 and it would appear that after this my
tnslistener for my 8.0.3 Enterprise install fails with a 2140 An
internal Windows NT error occurred. Had a similar issue with my Teradata
s/w which I managed to 'fix' be removing and re-installing. Tried the
same with ORACLE and still the same problem. All other pieces seem to be
functioning. Any suggestions - no can't go back to SP3.
