These two ports have be ratified by the standards bodies as ORACLE ports. The reason two entries are added is to allow the client application to try the first one and then the second if they are unable to connect to the first. In the end of the day, SQLNET easy config is assuming you are going to be using one or other of these ports in the Listener.ora.
