SYSDBA account

I am using Oracle 8 Enterprise Edition. I dont seem to have a SYSDBA account or SYSDBA role which I need to start up and shut down the database.

Are these suppose to be created when you install ? If so what is SYSDBAs default password? Is there a script I must run to create this user ?

How can I create a SYSDBA user with priviledges to shutdown and start database?

If someone can point me to the prpoer oracle docs or provide a soltuion would be a bonus.
