tnsname for NT4.0

I have installed Oracle8.04 on a standalone WindownsNT4.0. I deleted the default instance and database ORCL and want to create a new database. Although I can start up an instance, I can't connect to the instance. I don't know how to set up tnsnames.ora for standalone server.

1). The tnsnames.ora should be in the c:\orant\network\admin or c:\orant\net80\admin or other folder?

2). What are those beq-local, tcp-loopback etc in tnsnames.ora? Are these used for internal (local)? Does it work if I only replace ORCL with my SID in tnsnames.ora?

Thank you very much for your help!
