There is a registry key to turn it off. It should be set to bypass, the only thing is I don't remember which key. You should be able to find it in the Nt specific documentation. The drawback about this procedure however is you will not be capable anymore to grant sysdba privilege to anyone. Users with sysdba privilege are stored in the password file also. This is just a hidden binary file in the c:\orant\database directory, and yes you should be careful changing it. The oradim<xx> utility is very user unfriendly and doesn't ask to confirm.
