Hi,

 You could use GlancePlus/MeasureWare or something similar on HP to monitor and collect statisitics on Oracle server processes and the GUI connections when these connections are made. After looking at the statistics, you might spot the problem with the HP-UX system settings and then tune the HP-UX.
