Hello Shaul,
When you issue the command:
  svrmgr> shutdown immediate

Oracle will wait until all active transactions are COMMITTED !

One user who is in the middle of a transaction and doesnt commit can stall you forever.

IMHO this is a design flaw in Oracle.
