adding users to designer 2000

Hi, Im running Oracle Enterprise Server 8.0.4.0.0 on Win NT (with SP3). Ive installed the Des 2K repository and everything works fine. I have Des 2K on a client machine and the client can connect as repos/manager and everything works.

The problem occurs when I try to add different users. I tried to add Usertest/welcome by the following:

I opened Security manager on the Server and did a create like with user repos. This is prob my mistake. I dont know what prividledges, roles, or whatever to give a user so they can use des 2k and access the repository.
I logged into repos as repos/manager and using repos admin utility created a user Usertest. I then reconciled.
I started repositoy navigator and granted Usertest all access to the application system.

When I try to log in as Usertest/welcome I get a CDI-20039. Any help would be greatly appreciated.
