Even though there is no transaction activity taking place, rollback segments
do take up room. They are at thier Optimal size when there is no transaction
activity. As long as you have other public rollback segments located on
another tablespace, then you will be OK as long as they can meet the stress
of your system. But why do you want to drop and re-create? If you are using
version 7.2 or higher, you can resize the datafiles to be bigger. You can
also just add another datafile to the tablespace to make it bigger.
