Yes, you can alter the segments offline, drop them, and re-create them. You should probably take only one rbs segment away from the system at a time.

If the Oracle instance should crash or be stopped after a segment is dropped, but before it is re-created you may need to modify the init.ora before you can restart the database if you use private rollback segments.

With version 7.3+ you can use the alter rollback segment shrink command to give up unused allocated extents. You should check to see if you have the optimal parameter set. By setting this parameter you can pretty much get Oracle to keep free extents available to whichever segment needs them.
