Oracle8 upgrade

What, if any, is the impact of upgrading from Oracle 7.3.x to Oracle8?

We are debating the wisdom of a Oracle7 development project (instead of Oracle8) and need to know why we should not just use Oracle8 from the start. Is there anything in 7 that is not present in 8?

How does PeopleSoft work with 7 and 8? Is one better than the other?
