I think, you'll have to set up a daemon program outside of Oracle, which is capable of sending mails. Make it listen to an Oracle pipe, and inside your Oracle app write onto this pipe, when you encounter the situation you want to cover with an e-mail. Read DBMS_PIPE documentation.
