If you're looking for programming techniques of Oracle's favor of PL/SQL. O'Reilly & Associates (http://www.ora.com/) has good book (IBSN# 1-56592-335-9). They have a lot of good Oracle books.

If your looking for syntax, Oracle and Oracle Press have books on that. As for how to get those, talk to your Oracle Rep.
