Since it is a system tables (all_constraints), I don't think it is wise to try to recover whatever you can out of that table using rowid lookup. You can do that with other data table, but I would not suggest to use that for the system table, you may end up corrupting the system tables. Also, all_constraints is only a view, it mean that it is actually affecting those base table like x$XXXXX. What I will suggest you to do (since all your backup is not usable) is to export the whole database and rebuild it again.
