How to connect to another database??

I need some help on the following:



I want to connect (via ODBC?) via an SQL command, or Form 4.5 or PLSQL
to a database other then Oracle (Paradox, WatCom, dBase, ...) and read
some data in that database. Thus Oracle have some command to do
this?????
