I'v done this many times before, with exactly the same situation you are describing - *new* instance with *changed* db_block_size, and never had any problems with full exp/imp. Never a single role, user, synonym etc was missing.

Only to convince myself again I just now did all 4 steps you listed above on my test machine and after the import new database was exact replica of the old one, except for the changed db_block size. All users, roles, synonyms etc were there, no problems.

So try it yourself and if you'll find any missing thing in your new database, send a more detailed description of the problem so we can find the error in your full_exp->new_db->full_imp procedure together.
