What is the value of SHMMAX kernel parameter on your Unix box?. That value represents maximum shared memory segment size and SGA cannot be larger that this value. Check your OS related documentation for more information.
As for recording all the actions in the database, you must turn on the AUDITING. Check Oracle documentation for information on auditing.
