Compile Error in VAX ProCob

HELP ME!
I would like to call a stored procedure(GET_EMPLOYEES) in vax cobol. when i compile p/g(sample3),
$ procob iname=sample3 format=terminal ireclen=132 oreclen=132 sqlcheck=semantics

--error occurrs.

Error at line 44, column 25. PLS-313: 'GET_EMPLOYEES' not declared in this scope

Shall i declare GET_EMPLOYES to call in Cobol p/g. if so, where, how,
