Applications Server 4 & File Upload

Does anyone know whether Appl Server 4.0 has proper support for uploading
documents from user's PC via a file-open dialog in their web browser and the
storing of that document in Oracle7/8? I know for 3.0 and earlier, one had
to get the replacement cartridge but is the facility now supported in the
std product?
